More than 60 Haitian National Police (HNP) officers have successfully completed a three-week tactical medical training program thanks to global healthcare solutions provider Aspen Medical and ARK Group, an international development company that champions stability, growth, and opportunity in the world's most vulnerable regions. 

The initiative, designed as a train-the-trainer course, has empowered HNP officers to become tactical medical instructors capable of delivering sustainable, long-term training within their own force. The newly trained HNP tactical medical instructors will provide instruction to more than 1,500 officers throughout Haiti. 

This timely initiative comes as the deaths of four officers and injuries to several others in the Artibonite region have been recorded in recent weeks. 

Training was provided by experienced Aspen Medical paramedics. The company also coordinated the full logistical pipeline for the program, including the international movement of training equipment and the procurement of 1,500 Individual First Aid Kits (IFAKs), ensuring every officer trained is equipped with essential medical tools. The program was generously funded by ARK Group and the Government of Canada, whose joint commitment to a safer and more resilient Haiti has been instrumental in the program’s success.

Aspen Medical Director of Operations - USA, Philip Van Benthem, said, “This strategic training initiative, which started in March of 2025 has just concluded in July, is a cornerstone of a broader effort to enhance the medical readiness and operational safety of Haitian law enforcement.

“We were excited to conduct a follow-up Monitoring and Evaluation program in recent weeks. This phase focused on observing, mentoring and enhancing the performance of HNP trainers as they began instructing their fellow officers, marking the first wave of nationally led tactical medical training in the country.”
