Ensuring safety and continuity during offshore oil rig decommissioning

Background
Since the 1960s, offshore oil and gas operations in Australia's Bass Strait have played a key role in the national energy supply. As many of these facilities reach end-of-life, decommissioning efforts are now underway across a complex network of offshore platforms and associated onshore infrastructure.
The operator faced several challenges, particularly with emergency medical evacuations frequently delayed by heavy fog, communication disruptions and the remote, high-risk nature of the work environment.
Approach
Aspen Medical was engaged to deliver a comprehensive, independently managed medical service supporting both onshore and offshore decommissioning activities. Commencing in May 2024, we implemented a tailored health solution that included:
- four experienced rig medics deployed across 14 remote facilities
- site-based occupational health services, including injury management, health surveillance and emergency response
- offshore primary healthcare, medevac coordination and telehealth triage
- preventive health programs such as vaccinations, fit testing and health promotion
- administrative support including health records, drug and alcohol screening and medical inventory management.
This model marked a transition from an integrated contractor workforce to a dedicated external health provider focused on continuity, autonomy and quality.
Results
Our proactive medical service has:
- strengthened emergency readiness and improved medevac planning
- reduced disruption caused by illness and injury
- enabled continuity across geographically dispersed operations
- supported a strong safety culture through onsite presence and health education.
The multidisciplinary team also contributed to training first aid officers, managing medical equipment and participating in incident investigations.

By embedding clinical capability and aligning with the operator’s safety systems, we are safeguarding workforce health and wellbeing and supporting the successful delivery of a multi-year, high-stakes infrastructure project.
